Seven Core Services |
| |
|
A Family Resource Center works collaboratively with all community partners to provide an array of services and activities that are integrated, comprehensive, flexible, and responsive to community identified needs. The following are core services provided:
- Parenting Skills: Acquiring knowledge and developing skills to become an effective parent.
- Self-Sufficiency: Job and career development for adults and youth, how to conduct a job search, how to obtain job training.
- Community Action: Community development, human services advocacy, farm worker services.
- Child Abuse Prevention Services: Awareness of what constitutes abuse, how to report, where to get help, sharing responsibility for child safety, permanency, child and family well-being. Delivered services may include: differential response; anger management; individual group and family counseling; domestic violence intervention; in-home demonstration services; kinship support services, public health, and alcohol or other drug treatment.
- Resource Development, Information & Referral Services: Learning where support resources exist, linkage to professional services, how to get help for themselves and for family members, senior services, how to locate transitional housing, legal aid services.
- Education and Literacy: Reading and writing skills, English as a Second Language, educational services.
- Life Skills: Home management skills, budgeting, how to shop, driver’s education.

| Service Provider Requirements |

Community Service Providers: Organizations interested in providing services at the Family Resource Centers must meet the following requirements:
If applicant is a public agency:
- Services offered must fulfill one or more of the seven core services.
- Provide services at no cost to FRC clients.
- Complete and submit a Service Agreement with supporting documents. An application packet may be obtained at the FRC. Approved Professional Service Agreements are valid for three calendar years unless revoked. Revocation may occur for failure to perform services described within the scope of the agreement, engaging in criminal activity, or engaging in unauthorized activities prohibited within the FRC. A new Service Agreement, and all supporting documentation, must be re-submitted every 3 years for re-approval.
- Complete and sign a Criminal Background Check Affidavit.
- Receive approval from the FRC Coordinator and FRC Supervisor. DPSS will have final written approval authority.
If applicant is a private non-profit, a 501(c)3:
- To qualify as a 501(c) 3 the applicant must provide: 1.) A letter of good standing from the California Secretary of State; and 2.) Verification of tax exempt status both from the California Franchise Tax Board and the Internal Revenue Service.
- Services offered must fulfill one or more of the seven core services.
- Complete and submit a Professional Service Agreement with supporting documents. An application packet may be obtained at the FRC. Approved Professional Service Agreements are valid for three calendar years unless revoked. Revocation may occur for failure to perform services described within the scope of the agreement, engaging in criminal activity, or engaging in unauthorized activities prohibited within the FRC. A new Service Agreement, and all supporting documentation, must be re-submitted every 3 years for re-approval.
- Provide services at no cost to FRC clients.
- Demonstrate a history of community service for a minimum of three (3) years.
- Disclose source(s) of funding used to provide services.
- Submit one of the following: 1.) an audited financial statement; or 2.) a balance sheet; or 3.) tax returns for the last three years.
- Provide two letters of reference confirming satisfactory service provision to a targeted community population:
- Each letter of reference shall be on letter head and shall include a contact person and telephone number.
- Contain a brief description of services provided and population(s) served.
- The start and end dates when services were provided.
- Provide proof of all required insurance; this may include professional services insurance, Worker’s Compensation, vehicle liability and general liability insurance.
- Have available for inspection all required professional licenses and employee handbook.
- Complete and sign a Criminal Background Check Affidavit.
- Receive approval from the FRC Coordinator and FRC Supervisor. DPSS will have final written approval authority.
If applicant is under contract with DPSS:
- Services must fulfill one or more of the seven core services.
- Complete and submit a Professional Service Agreement with supporting documents. An application packet may be obtained at the FRC. Approved Service Agreements are valid for three calendar years unless revoked. Revocation may occur for failure to perform services described within the scope of the agreement, engaging in criminal activity, or engaging in unauthorized activities prohibited within the FRC. Advisory Boards
|

Each Family Resource Center has an Advisory Board that consists of:
- One (1) Social Service Provider who:
- currently provides service(s) in the target community; and
- is not providing on-site service(s) in an FRC.
- Two (2) Business or Civic Leaders who conduct business or who live in the FRC community.
- One (1) Community Advocate who lives in the target community.
- One (1) Public Agency Representative who lives or works in the target community.
- One (1) Human Services Advocate who lives or works in the target community.
- One (1) Parent Consumer who lives in the community.
The Advisory Board functions are to:
- Review the overall operation of the Family Resource Centers.
- Conduct a quarterly review of the Family Resource Center Three-Year Plan.
- Make non-binding recommendations for services, program changes or improvements.
- Assist in developing resources needed to support the seven core service categories/strategies.
- Encourage and assist, when appropriate, in fund raising activities for their respective Family Resource Center.
The FRC Advisory Board meets quarterly. Advisory Board members are selected and approved by the Department of Public Social Services and are expected to serve three (3) year terms. Board members cannot serve on more than one FRC Advisory Board.
Each Advisory Board has seven voting members. Meetings are chaired by the Family Resource Center Program Supervisor or person designated by the Director of DPSS. This individual will be a non-voting member.
Each meeting has a published agenda; minutes are maintained to reflect attendance, motions, discussion, actions and recommendations made by the Advisory Board. Recommendations will be forwarded to the DPSS Assistant Regional Manager and Regional Manager responsible for the Family Resource Center program, and/or the Children’s Services Assistant Director, for final review and disposition.
