Adult Protective Services |

Adult Protective Services (APS) provides a system of in-person response, 24 hours per day, seven days per week. DPSS is responsible for accepting and responding to reports of dependent adult and elder abuse of individuals living in Riverside County. The Adult Protective Services program provides social services interventions to disabled adults (ages 18 and older) and elders (age 65 and older) to alleviate physical, sexual and financial abuse, neglect, isolation, abandonment, abduction and mental suffering.

In-Home Supportive Services (IHSS) |

The goal of the IHSS program is to enable elderly and/or disabled persons to remain safely in independent living as long as possible. IHSS Services may include meal preparation and clean-up, food shopping, bathing, dressing, personal care, domestic services (cleaning) assistance with medications, etc. This in- home assistance is designed to allow persons to remain in their home rather than be placed in an institutional setting. The IHSS program currently serves over 11,000 consumers in Riverside County and this number is growing. Clients can be served by Independent Providers, hired and supervised by the consumer themselves, or by a provider referred to the client by an agency contracted with the County to provide services. |

C.A.R.E. Program (Curtailing Abuse Related to
the Elderly) |

The C.A.R.E. Program was formed in response to the service needs of victims of elder abuse and consumer crime. Under the umbrella of Adult Protective Services, the C.A.R.E. Program investigates incidents of consumer fraud against elder or dependent adults and assists the victim in resolving the situation and protecting themselves. The program also addresses elder abuse issues through education and training in partnership with public and private sector agencies. The C.A.R.E. Program coordinates C.A.R.E. teams throughout the County, which are multidisciplinary elder abuse teams made up of representatives from A.P.S., Public Health, Community Care Licensing, Law Enforcement, the District Attorney, etc. The teams improve coordination and cooperation among human service providers and public safety organizations, in order to better investigate elder abuse and provide coordinated services to elders and dependent adults.
The 4 major service components of the C.A.R.E. Program are:
• Direct Consumer Advocacy – assists victims of such consumer fraud as telemarketing, investment, sweepstakes, contractor, and automotive repair schemes.
• Community Anti-Fraud Education – takes anti-fraud information into the community to empower seniors and prevent the fraud from occurring.
• Gatekeeper Training Component – teaches recognition and reporting of all types of elder and dependent adult abuse to mandated reporters and members of the community who have regular contact with this population.
• C.A.R.E. Teams – The C.A.R.E. Program manages three regional elder abuse Teams with membership from 40 countywide agencies involved in the treatment and prevention of elder abuse in Riverside County. Members share best practices to combat elder abuse and work together toward protection of the client and prosecution of the offender.
In 2004, the C.A.R.E. Program was selected as one of the top 15 programs to be finalists in the Innovations in American Government Award. The award is sponsored by the Ash Institute of the Kennedy School of Government at Harvard University. The award draws attention to exemplary achievement in government programs, and serves as a catalyst for transforming creative and effective ideas into widely established best practices.

In 1999, advocacy efforts of disabled and senior citizen groups resulted in the passage of AB 1682. This bill created a new government entity, the In-Home Supportive Services Public Authority, to serve in each county as an enhancement to the county’s IHSS program. IHSS Advisory Committees were established throughout the state to advise counties on the mode of services to be used. The mandate of the Public Authority is to establish a registry of screened and trained home care workers (HCW's) and to match them with IHSS consumers who need their assistance. The Public Authority also acts as the employer-of-record for purposes of collective bargaining.
In June 2002, the County of Riverside Board of Supervisors established the IHSS Public Authority to aid and assist elderly and/or disabled consumers needing care. The Public Authority began operating in Riverside County in January 2003 under the management and direction of the Department of Public Social Services (DPSS), Adult Services Division. Helping the elderly and disabled live independently, as well as in a healthy, safe environment, remains the focus and mission of the Riverside County IHSS Public Authority.
To this end, the Public Authority has established a registry of screened HCW's who can be matched with elderly and disabled IHSS consumers needing assistance in a continuing effort to improve the in-home care our consumers receive. As the employer, the consumer interviews and selects the HCW who best suits his/her needs and also supervises their work. The Registry continually recruits and trains (free of charge) HCW's throughout the county.
The Public Authority is considered the employer of record in negotiations with the HCW's union, United Domestic Workers of America (UDWA). To recruit and retain, HCW's, the Public Authority works diligently with UDWA in their shared efforts to improve wages and benefits received by HCW's. In 2002, HCW wages were $7.11 per hour, increasing to $9.75 in December of 2007. Wages further increased to $10.25 per hour in July 2008, and will again increase to $10.75 in July of 2009 and $11.50 in July of 2010 as part of the MOU.
All HCW's in Riverside County are eligible for health coverage through the County’s Exclusive Care Health Plan whether or not they are on the Registry, as long as they are meeting and maintaining eligibility requirements of 80 paid hours per month. Currently the share of cost paid by HCW's for health coverage, (which now includes dental and vision, effective March 1, 2008) is $32.24 per month. There are currently 2725 enrollees in this program.
To further improve and strengthen its program, the IHSS Public Authority meets regularly with the IHSS Advisory Committee. Appointed by the Board of Supervisors, the committee consists of a representative from each supervisory district. The majority of the committee consists of past and present IHSS consumers and HCW's who can provide their first-hand experience and expertise in helping to reinforce the Public Authority’s effectiveness. The committee also includes a delegate from an Advocacy Agency for people with disabilities.

The Riverside County Representative Payee program provides voluntary money management services to a limited number of adult clients who, although legally competent, would be unable to pay their daily expenses in a timely fashion without assistance and have no one else able and available to provide this service for them. Because the program is voluntary, a client can withdraw from the service at any time. |
