Introduction

The Homeless Programs Unit's primary purpose is to develop and maintain an effective county-wide Continuum of Care. The Continuum of Care is our community's plan to organize and deliver supportive social services, including housing options, which meet the specific needs of homeless individuals and families. Ultimately, the goal of the Continuum is to move homeless people toward stable housing and maximum self-sufficiency.

 

 

Funding Availability - Emergency Solutions Grant (ESG) Program 2013 NOFA

On Friday, October 18, 2013, the California Department of Housing and Community Development (HCD) released the 2013 Emergency Solutions Grant (ESG) Program NOFA and Application available at the HCD Website: http://www.hcd.ca.gov/fa/esg/index.html

This funding opportunity is in addition to the ESG funding administered through the County of Riverside Economic Development Department (EDA). Last year, Riverside County received $230,000from the state ESG program.  For 2013, the allocation for Southern California is over two million dollars and the minimum grant amount per application is $50,000 and the maximum is $168,385.  

The purpose of ESG is to fund projects that serve homeless individuals and families with supportive services, emergency shelter/transitional housing, assisting persons at risk of becoming homeless with homelessness prevention assistance, and providing permanent housing to the homeless population. The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009 places new emphasis on assisting people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.
